In our confession of sin during the service of worship, we often say, "We have sinned against you in thought, word, and deed, by what we have done and by what we have left undone." Lately, when visiting folks in home and hospital, I pray, "by the things we have done and left undone, the things we have said and should have said but did not, and the things we have thought about — and that we have not been mindful enough of you or our neighbor." 5:1 speaks to the second part of that prayer. It is a sin, when you have been witness to a matter and fail to testify in a public hearing. That sin requires a sin offering to cleanse the sinner. 5:1–13 details also making sin offerings for the sins of touching something unclean, touching human uncleanness, and uttering a thoughtless oath.
Jesus summed up the law saying, “You shall love the Lord your God with all your heart and with all your soul and with all your mind. This is the great and first commandment. And a second is like it: You shall love your neighbor as yourself. On these two commandments depend all the Law and the Prophets” (Matthew 22:37–40). When we sin against God or neighbor, a guilt offering was required; 5:14–6:7 shows how these sacrifices are made, as well as compensation to the offended.
All of these sin offerings are subsumed in the offering of Christ on the cross. However, there may be times when neighbor should be compensated for loss we have caused.
