• So that we might obtain faith, God instituted the ministry of teaching the gospel and administering the sacraments. The Holy Spirit is given through the Word and Sacraments, as through means. He works faith where and when it pleases God in them who hear the gospel. He teaches us that God justifies those who believe that they are received into grace for Christ’s sake, not for their own merits, but because of Christ. We condemn the Anabaptists and others who think that the Holy Spirit comes to people without the external Word, through their own preparation and works.
