God places Moses before him as himself; he speaks for God, in the name of God, and with God's authority. This time, before Moses can complain that Pharaoh will not listen, God tells him that Pharaoh will not listen to him. God provides miracles for Moses and Aaron that Pharaoh might hear the word of God: "Let my people go." But Pharaoh hardens his heart at every word and miracle.
The Nile is turned to blood; frogs cover the land; gnats filled the air; all the Egyptian livestock die while the Israelite livestock lives; boils erupt on the Eygptians and their animals; hail destroys all the vegetation and trees except in Goshen. All these miracles are given so that Pharaoh might believe and let the Hebrews go, but he hardens his heart against the word of the Lord.
Well, sort of. After the plague of hail, Pharaoh slyly admits he is wrong and asks Moses to pray the Lord to stop the hail and thunder. Moses, knowing the duplicity of Pharaoh, still promises to pray to the Lord so that the hail might cease. He does; the hail stops; and Pharaoh hardens his heart again.
