Exodus 16–18

The people have been given the water that they grumbled about against Moses. though the hand of God clearly gave it. So, one might suspect that all of these great signs, and this one so recent, that the people would have developed a little trust. But now it is bread they want. It is clear that God is perturbed, as he tells Moses he is about to rain down bread on the people. Yet, given so much bread, they may only gather a day's worth, as though God is making him trust him for their "daily bread."
They now require water again, and grumble at Moses once more. It is clear, if it was not clear before, that God has chosen a people who are untrusting, bitter complainers. God brings water flowing out of a rock. As though punctuating the lesson about trust, God fights for them against Amalek, a descendent of Esau.
Chapter 18 relates how God provided, through the advice of Moses' father-in-law, Jethro, a way to take soem of the leadership burden off of Moses. He remains the one who stands before God for the people, and warns them about the law, while others will now judge the minor disputes of them people. This foreshadows the role of our Mediator, Jesus, and his apostles and then, pastors.
