God speaks verse six in the context of verse five, making his people a kingdom of priests who will bless the nations. This fulfills the covenant; it does not negate the public office of the Word. Just so, as Peter echoes these verses in 1 Peter 2:9, it does not negate the office of Word and Sacrament in the church but instead gives all Christians the sacred responsibillity of serving as priests to our neighbor, sharing Christ with them in word, prayer, and service.
Beginning in19:9 a dense or thick cloud would appear with Moses on Mt. Sinai so that the people would hear and obey him. This must remind Christians of the Transfiguration of the Lord. There on a high mountain, Jesus is transformed gloriously alongside Moses and Elijah, the law and the prophets. God appears over him in a bright cloud and from the cloud God says to listen to Christ alone. We will see Christ foreshadowed by Moses many times as we read through the Scripture.
There on Mt. Sinai, Moses is given the Ten Commandments. When Jesus is asked which is the greatest commandment in the Law, he summarizes the Ten: “Love the Lord your God with all your heart and with all your soul and with all your mind." ...and "Love your neighbor as yourself.." He adds, "All the Law and the Prophets hang on these two commandments” (Matthew 22:36-40).
